The amendment defines "appropriate education" and requires home educators to have an annual evaluation by a home education evaluator to determine if the student is receiving an appropriate education. A home education evaluator must be approved by the Department of Education and have met the requirements set forth by the State Board of Education . The evaluator must hold a certificate to teach and have at least three years of teaching experience. If the home education evaluator determines that an appropriate education is not taking place or the supervisor of the home education program has not had an evaluation, the student must return to the public school at the beginning of the next school term.
The amendment also deletes language from the bill that states the Commonwealth or any of its entities can [should read cannot] control or regulate a home education program and a student who has completed a home education program is a high school graduate and shall receive all the rights, benefits and privileges pertaining thereto.
